Anybody is able to view the forum, but you will need to register for a free account in order to post a question. Follow this link for more information on how to sign up.
In "General Discussion" area of the forum, select and enter the board that applies to you (either General comments, Feature requests, or Technical questions).
To start a new post, select "Create Thread" ( red box on the top right of the screen), and type a post as you would an email - with a short subject line and the bulk of the text in the white box below.
Remember to click "Create Thread" on the bottom right in order to save and post your question to the forum. You can always go back and edit your post later.
